  • Missouri Course Access and Virtual School Program (MOCAP)

    The Missouri Course Access and Virtual School Program (MOCAP) allows students to participate in virtual learning opportunities either part-time or full-time. Under Missouri law, parents have the right to enroll their child in MOCAP courses, and school districts are required to inform parents of this right. Information about MOCAP is available in registration documents, in Board Policy and Regulation 6190 and 6191, and on the school district's homepage.


    Eligibility Requirements

    To enroll in MOCAP, students must meet certain eligibility criteria:

    • Current Enrollment: Students must be currently enrolled in a Missouri public school and must have attended that school for at least one semester immediately prior to applying for MOCAP.

      • Exception: If the student has a documented medical or psychological condition that prevented attendance in the previous semester, the attendance requirement may be waived.

    Pathways for Enrollment

    1. Less-Than-Full-Time Enrollment

    Students may choose to enroll in one or more virtual courses through MOCAP while remaining enrolled in their resident district for other in-person classes.

    • Process:

      • Parents should contact the student’s school counselor to begin the enrollment request.

      • The district will review the request to determine if virtual enrollment is in the “best educational interest” of the student.

      • If approved, the student may take virtual courses through MOCAP while attending in-person classes

    • Important Notes:
      • The district is not required to provide access to or pay for courses beyond the equivalent of full-time enrollment.

      • Students who participate in MSHSAA sports or extracurriculars may have additional requirements for eligibility.

      • Students who enroll less than full time in virtual courses remain students of the district and are subject to district policies, procedures, and rules applicable to students enrolled in traditional courses, including but not limited to, the district’s discipline code and prohibitions on academic dishonesty, discrimination, harassment, bullying, and cyberbullying. 


    2. Full-Time Equivalent Enrollment

    Students who wish to take their entire course load virtually can enroll full-time through MOCAP. In this case, the student will be enrolled in a virtual program offered by a host district, which assumes responsibility for their education.

    • Eligibility: Any student residing in Missouri who meets the prior enrollment or medical/psychological exception requirement can apply.

    • Process:

      1. Parents must contact the MOCAP provider to begin the full-time enrollment process.
      2. Once accepted by the host district, the student will be unenrolled from the resident district and transferred to the host district.
      3. The host district will oversee the student's academic progress, assessments, and other requirements.
    • Transfer Process: When a student moves to full-time virtual learning, they will transfer from their resident district to the host district responsible for administering the MOCAP program.
